When I applied this update originally, the IMF stopped filtering mail.  I uninstalled and reinstalled kb907747 and it started working.  When I add the custom weight filter XML file and restart the virtual SMTP server it stops working again.  This is on Exchange 2003 SP2.  

Any ideas?

907747 is just the latest update for IMF.
Has it ever worked with your XML file?

No.  It seems that every time I put the xml file in place it breaks.

I would suspect that it is the formatting of your XML file then.
Have you tried recreating it from scratch, or breaking down the contents to see which bit of the file breaks the functionality?

There was a line that was in there that it didn't like.  It must not like the *.
