there may be a lot of reasons ... for instance this may cause because you're using another report version than the creator of the report.

first apply the latest patches and check if it's working ...

when do you get the error? can you open the report?
try importing the image(logo) instead of OLE.

as metalink says, there are two workarounds:

1. Use Report Builder 9i to convert the RDF to REX and back again, then use 6i builder to modify further.
-------------------------------
a.  Open Reports Builder 9i
b.  Convert the RDF to XML using
Object Navigator --> Tools --> File Conversion
c.  Open the XML report in the reports builder and then save.
d.  Now convert the XML back to a RDF.
e.  Closer 9i builder
f.  Open Report Builder 6i
g. Open reports, click on "Continue" when "Newer version" message encountered.

2. Remove the OLD object from the RDF and insert again.
--------------------------------------------
a.  Open Report Builder 6i.
b.  Convert the RDF file to REX file. (File --> Administration --> Convert)
c.  Edit REX file in NotePad or Wordpad.
d.  Search for OLE object name.
e.  Delete the OLE object entry from the REX file.
f.  Save REX file.
g.  Use builder to convert from REX to RDF file. (File --> Administration --> Convert)
h.  Open RDF  in Reports Builder and add the OLE object.
