Visual Studio 2003 / Crystal Reports Reference related Error(?)

I have been updating a visual studio 2003 asp.net project ( I am still using VS2003 on this project also) that was written a few years back.  Our productiion version of this application seems to work fine.  Everything on Development compiles okay, but When I run one of the reports I get this error:
Unable to find the report in the manifest resources. Please build the project, and try again.

rebuilding the project has no effect.  I think this may be related to references for crystal reports - but I have no luck so far

Have you updated Crystal or VS with the latest service packs?

I assume that report runs fine on the production system?

have you tried dropping the Crystal references and adding them back in?

Look at these KB articles
When using strongly typed reports in this manner, the reports must be compiled with the application as an 'Embedded Resource'.
