Setting multiple locales in JNLP

Hi,
I want to use the locale attribute in jnlp to restrict download of the jar files, but I need to specify 2 locales. zh_TW and zh_HK
so that only in  these two locales, Webstart would download the jar files.
You cannot set multiple values in one attribute, so how can I specify 2 locales? I don't want to create another jnlp file if possible.

<jnlp>
     <resource locale="zh_TW">
         <jar ..>
        <jar ...>

You may be able to do this by having a 'scout'  WS app only load the rest of the app after checking the Locale
