Unable to Telnet to port 110 on cMail Server

I use an email application called cMail, I am unable to telnet to port 110 (although I can connect to port 25) on the Server and when I attempt to open Outlook I get the following error :

The connection to the server has failed. Account: 'IP address of Server, Server: 'IP address of Server', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E

I did a netstat -abn and their is no reference to port 110 any assistance would be appreciated as this is exteremely urgent

I'm not sure what was hogging port 110 but an uninstall and reinstall of the cMail application resolved the problem...
