I want to share the internet connection between different departments. I am planning to do this by VLAN. But each department should have limited bandwidth. As an example, if I am dividing 3 megs into 5 departments, each department should get 600K.

Can I do it with ws-c2950 cisco switch?

You are looking for CPP (Class Based Policing) and the 2950 does not support that feature.  You need something like a CAT4503 with Sup-2 engine.

Or configure a router (like a 2600 series) as a router on a stick and use it for intervlan routing and CPP.
