New user no mailbox

Environment: 2 Exchange servers, both use Win 2k OS, mailbox server is Exch 2k3, smtp server is Exch 2k.  This is a temporary configuration as we are transitioning to Exch 2k7 next week (Apr 18).

Problem:  When I create a user in ADUC, I tell the wizard to create a mailbox.  The mailbox does not show up in Exch.  However, if I right-click the user, select "exchange tasks", move mailbox, and move it to another store, it suddenly appears.

Mailboxes are not created until required. If you send a message to the mailbox or log in to it then the mailbox will be created.
