The Microsoft Exchange information store will not start.

The Microsoft Exchange information store will not start. I get an error 1068 the dependency service or group failed to start. The only two depencancies services are EXIFS and the Microsoft exchange Server System Attendant. EXIFS is started and the Exchange Server System Addentant Starts and stops.

The SA is the key problem here. We're going to need a little more from you.
What else do you get in the logs? We will need to know what anti virus app you have and what it's configuration is as well as anything else that could be interacting with your server.

I cannot access the Exchange Server Logs when I try to access the Server in Exchange System Management I get the following error:

There are no bindings.
Facility: Win32
ID no: c00706b6
Exchange System Manager

When I open the properties of the server the diagnostics logging field has the following error:

The RPC Server is unavailable.
Facility: Win32
ID no: 800706ba
Exchange System Manager

When I access the Diagnostics logging tab I get the following error:

The network path was not found.
Facility: Win32
ID no: c0070035
Exchange System Manager


The Server is running MS Windows Small Business Server 2003.

The RPC Service is running.

The Server does not currently have antivirus software installed.

The only applications that are installed on the server are Quickbooks and Accronis Trueimage Server Edition

Otherwise its primary use is as a file server.
Not too bothered about your Exchange logs. I would like to know about your Windows Application and Windows System event logs. You might have an Exchange problem, but Exchange isn't your problem at the moment.
The Applications and Systems event logs have the following:

Applications (Error occurs repeatedly):

Source: Windows Sharepoint Services 2.0
#50070: Unable to connect to the database sts_config on Server\Sharepoint. Check the database connection information and make sure the database server is running.

System:

Source: DCOM
DCOM was unable to communicate with the computer SERVER.local using any of the configured protocols

Source: Netlogon
Dynamic Registration or deletion of one or more DNS Records associated with DNS domain 'forestdnszones.server.local' failed. These records are used by other computers to locate the server as a domain controller(if the specified domain is an active directory domain) or an LDAP server (if the specified domain is an application partition).
If you host Exchange in member server and  using Windows OS Bridging using dual NIC's. Try to use the vendor provided software for Network bridging. This will resolve the issue.
Hmm. I am thinking something like multiple nics, bad configuration in DNS, WINS etc. Your server isn't "seeing" itself or put another way everything is failing before it realises that it is, in fact, a DC itself. You should disable any additional network cards. Just run with one card on a fixed IP address on your internal network. Stop and disable the SharePoint and Exchange services (make a note of what was automatic). Focus on the Windows part of the problem at the moment.

Can I assume the users get to the box for file share information without a single problem?

I am not sure I understand the previous comments, could you kindly give us the layout of your network.

If this is a DC, run dcdiag (from Windows Support Tools) on it, post the results, run DCDIAG /Test:DNSALL and post the results to us as well, please
Took a break from this issue for a couple of days and I attempted to reinstall the MS Exchange server software and am getting the following error: "Setup failed while installing subcomponent Information Store Service with error code 0x80072030. You may Cancel installation or try the failed setup again."
