HP ML350 G3 server - not powering up

I recently acquired an HP Proliant ML350 G3 server.  This has been working fine until today when I had to shut down the server and install a USB 2 PCI card.

After installing the PCI card and reconnecting everything back up, the server would not power up.  The green light on the back of the PSU is not lighting up, however the PSU fan is on.  The server itself will not power up when the power button is pressed.  There are two LEDs lit at the front of the server - the UID LED (this is a solid blue) and the Power On/Standby LED (this is a solid amber).  This indicates there's power going to the server but I can't figure out what's wrong with it.

I've since removed the USB PCI card, but still have the same problem.

I don't have too much experience with the hardware on this server, so am looking for any pointers as to what the problem is being caused by.  I have a hunch that the PSU might be the problem, but it's strange that the two LEDs on the front of the server are lit.
