Will an ISDN (BRI) support 25-40 simultaneous users?

I have a client who runs a church camp and conference/retreat center in a rural part of Texas.  He wants to set up a campus-wide WiFI hotspot for guests.  Unfortunately, he has very limited broadband ISP options (no DSL and no cable providers).  HughesNet (and all satellite internet providers) are off the table.  He can get an ISDN-BRI line or possibly a T1 installed.  An ISDN-PRI is not available.  The T1 is way out of reach for his budget.  Will an ISDN be stable enough to support 25 - 40 simultaneous users?

Depends what the users are doing ?

For simple email, it may be a little slow but it should work.

This wil Not work for heavy downloaders !!

Is there another solution that I may be missing (other than dial-up)?
-- no DSL provider in the area
-- no Cable Internet provider in the area
-- HughesNet / DirecWay / Satellite Internet providers are not being considered

I think it's OK, not good, but OK - do the math.  128K (128000bps)/40 max users=32000 or 32Kbps.  This takes us back about 10 or so years to our 36K modems.  It will be noticably slower than anyone with broadband, but will be about the same as dialup.  If you have less users on, then they will theoretically have more bandwidth.
