Rename shared files safely in Delphi

I am trying to rename files on a shared network drive safely in a multi-user environment. Using Delphi (v6!). Neither RenameFile(fname1, fname2) nor Rename(file, fname) seem to lock - they give no error if another user has already succeeded. My current code is:
    FindFirst/Next ...
    FileMode:=fmShareExclusive;
      try
         AssignFile(f, dir+sr.name);
         Reset(f);
         Close(f);
         Rename(f, dir+sr.name+'.use');
Which works quite well, but still leaves a loophole after the Close.
Also, it means 2 users are trying to do exactly the same thing - should I have a better file extension - eg adding the computername (as only one program instance may run on a PC)
