change max file upload size in  phpMyAdmin 2.10

so i dabbled in myphpadmin today for the first time.  wow ..   it was scary..  i have a cpl questions so im gona post them seperate and the lucky person with answers can collect a bunch of points.

the reason i even attempted to login to phpMyAdmin 2.10.1 today is casue i want to change the values on this                        
 upload_max_filesize      2M      2M                   line                                                                                               in this area    PHP Version 4.4.6

yeah i know..... i dont know what im doing. but im trying to learn.

once i sucesfully enter phpMyAdmin 2.10  where do i need to go to adjust the maximum file size upload?

yes i need detailed instructions..   no i dont understand most of what i saw in the admin area. id like to adust the max file size to  20meg. and then control it by user group in the vbulleitn admin pannel.
