Server IP assignment best practices SBS 2003

Why would a vendor not assign a static IP address to a NIC on a SBS 2003 server?

From all of the installs that I have done,best practices seems to dictate the use of static IP on a server.

I have just had an issue with the DHCP provider(a router)going bad and it became all most impossible to log into the SBS domain.
The original installer set it up to use dynamoc IP.

Any good theories?
