Slow speed on Remote web workspace on SBS 2003

I am running Windows SBS 2003 with Remote Web Workspace feature on the server. Server has got 15 users working together and 2 of them will be working remotely thru Remote Web workspace all the time.

My problem is when the remote users are working remotely they are experiencing really slow speed while opening documents (especially pdf documents).

How can i increase the speed of network ? Is there any other solution better then Remote Web workspace ? (i.e. VPN with terminal services or any other solutions )

How is the speed with something like a text file?
Anything involving  a lot of graphics, such as pdf's and pictures, is much slower for the remote user, and not much you can do about that. Remote connection runs roughly at 1/100th of the speed of the LAN. If a text file opens almost immediately, likely the connection is OK.

Do you loose connections at all? If so or you want to try "tinkering", reducing the MTU value can improve stability sometimes. To do so, adjust the connecting PC with the DrTCP tool  http://www.dslreports.com/drtcp and manually set the router at the client site as well, if possible. Default is 1500, try lowering to 1260. If any improvement gradually increase.

I get connection consistently and never loose it and it is okay when user is working with text file.

Also This problem starts during the day. so i think when load increases on the network its getting worse.
If it changes through the day it does sound like the server or the Internet bandwidth is being "taxed" at peak times. Does it slow down as well when accessing locally using   http://SBS/remote ?
I have checked working locally. It works fine there. It seems problem working remotely on internet.

Server has got Xeon 1.6 Ghz Dual processor and 1 GB of RAM. Also my broadband connection is 2Mb. is it sufficient or need to upgrade higher speed ?
Your specs exceed minimum system requirements and meet the recommended requirement, but that is to run the server OS and is usually underrated. Most of the systems I work on have single 2.4 to 3.0 Ghz Xenon processor and 2GB of RAM. Your dual 1.6, assuming not Celeron or Sempron, should be OK for 15 users, but increasing the RAM might help. You might want to monitor hardware usage for a while and see if it "peaks out" during busy time.
I dont feel any sluggishness or slowness while working on the server or any of the desktop in the office. Though i can give a try watching hardware usage. Which will be the best way to watch the hardware / resource usage. Is my broadband speed 2Mb okay or need to upgrade it ?
Actually you are right. Sorry, we discussed earlier that it is only the remote users that experience the slow-downs, not the LAN users. Therefore, it must be the bandwidth.
Your 2MB connection, assuming it is somewhat close to advertised speed, should be more than adequate for 13+2 users. I would very carefully inspect what users are doing with Internet. 2 users listening to Internet radio can tax the network quite a bit. Streaming media is not allowed for this reason on many corporate networks.
