How can I get rid of the error message "insufficient runtime available; Event ID 3030 APCPBEAgent?

We have a Windows 2003 Standard Server Domain Controller with SP1.

This is a message from the APC-agent software. It's about the runtime on
your UPS.

for more detail, it means that the UPS agent software thinks it will take longer to shut down your server than the batteries will last in a power outage.  

so replacing old batteries or upgrading the ups or adding a second one, etc. will help
It may also indicate there is additional draw on the UPS shortening the runtime. (New equipment added to the UPS). You can adjust the shutdown sequence (shorten the delay) to reflect the reduced runtime.
Isn't another possibility that utility power is cutting out, the battery is being drawn down, and then the "insufficient runtime" error occurs? Then utility power returns before the server crashes?
