This depends on the monitor. Some 13 inch monitors only have 640x480 maximum resolution.  To test this, you can right click on the desktop and click properties, then click on settings and move the slider to select 640x480.  Is there a specific 13 inch monitor that you are testing for or is this just for general accessibility?

I am testing for a specific group of users that use a 13 inch monitor.  My OS does not even have 640 X 480 screen resolution. (windows xp professional).  Is there any way to test on windows xp professional?

Thank you.
To start an application in 640x480 resolution, right click on an application or a shortcut, click properties, then click compatibility. Tick the box "Run in 640x480 Screen Resolution".
This allows you to run the program in 640x480 resolution.  Internet Explorer cannot be run in Compatability Mode.  If you need to test webpages in 640x480 mode, use Firefox (download at www.firefox.com)
