Move email from public folder to another public folder once opened/read

We have a public folder that receives external emails. Is there a way to setup a rule or script that would move items from this folder to another public folder once it has been opened? We are looking for a way to keep track of which items have been handled - multiple users access this folder.

There is no way to setup a rule even in Outlook to do this.  Rules are checked when mail arrives, or after sending.

A script may be possible, but you'll probably want to ask about that in one of the coding forums.
