The service is disabled by default. Open admin tools and choose to enable and start the pop3 service and from the pop3 virtual server in ESM it should be enabled. After that your firewall will need to allow inbound pop3 port 110 in to your exchange.
check this, this will help you configure pop3 in exchange 2003:

outlook client needs a send and receive server.
You will need
-public dns A record setup to point to a public IP address that you own
- inbound traffic on port 110 > your public IP > redirected to your exchange
- the client will then add the A record you setup on your public dns for both send and receive pop server. (mail.domain.com or pop.domain.com)
