Can I configure my outlook 2003 or outlook 2007 to access my exchange Outlook webmail account.

I have a exchange domain account, and I can use Outlook webmail.  I don't like the IE interface, its slow and klunky.  

Can I configure my outlook 2003 or outlook 2007 to access my exchange Outlook webmail account.

Yes...you can connect to Exchange through RPC over HTTP....

Which exchange version do you have

Are you the admin of the Exchange server?
If not, then you need to ask the admins if they have enabled RPC over HTTPS. If they haven't then you have no option but to stay with OWA.

If you are the admin of the Exchange server then the links above will work, if you meet the requirements - Exchange 2003 on Windows 2003 in a Windows 2003 domain, Windows XP SP2 or higher with Outlook 2003 or higher.
