Unable to create new mailboxes on Exchange 2003

Hi,
I am having trouble adding new user mailboxes to our exchange system. When I add a new user, I go through the process of creating an Exchange
mailbox and the process completes without error. But the user never receives
an email address and the mailbox does not show up in the mailbox store.
Messages sent to the new user cause "delivery status notification (delay)
errors. I ran "rebuild" on RUS twice and also changed RUS properties to use a
different Global Catalog server, to no avail.  The last time this happened,
the problem just sort of cleared itself up  after a couple of days and I
wasn’t sure what caused it nor why it started working again. But this time it
has been three days and I still cannot create new mailboxes.   I urgently
need to be able to add new user mailboxes.  Help!

RUS needs to be troubleshooted.

thanks, I am owrking my way through the references you sent. The first on does not pertain because we are not in a mixed-mode environment. I update you soon on what I find from thesecond article. Meanwhile, I stumbled across something interesting while looking thru ESM. On the server properties, the log file directory  is not listed. Instead, there is the following error:

Access denied.Facility: Win32ID no: 80070005Exchange System Manager

Is this a different problem or could it be related to the issue of not being able to create new mailboxes?

how many exchange servers do you have?
if just one and you are logged in as an exchange admin then check permissions on the log file location

We have two Exchange servers. One of them has no user mailboxes on it, we are just using it to test patches, etc. The one that is in production is the one with the log file problem. I already checked permissions and they are correct.

I just tried to do a search of the application logs, which were readable earlier this morning but now the application log is corupt.

I'll have to restart after hours to fix the app log issue. Meanwhile, since we have two Exchange servers, I'm wondering if I could switch RUS temporarily to the other server. Would it disrupt services (cause information store to restart or anyting like that) if I changed RUS to the other server?

Meanwhile, following up on article 822794, I am trying to determine whether a Rebuild operation is running. Ran the repadmin/showmeta command and this is the result:

DsBindWithCred to localhost failed with status 1753 (0x6d9):

    There are no more endpoints available from the endpoint mapper.

RUS can be changed to another server. You don't need to restart any services after that.

Well, as it turns out, a couple of hours after the reboot, everything started working again. I can add new mailboxes now. SO I didn't have to move RUS to another server. ANyway, I appreciate you help with this . The references you pointed out were helpful.
