How to Create Public Calendar on Exchange Server

I'm wondering how I can create a public calendar on our Exchange server so everyone at our small company can view it within Outlook 2003?  We are running a domain server on our SBS 2003 server.  I have admin rights to this server.  Any help is appreciated.

After creating Public Calendar right click on that go to properties->Permission and provide default access as reviewer, so that everyone can view this Calendar.
