Redirecting user profile temp to a regular folder on c:\temp?

In Windows 2003 Terminal Server environment how do I change the %temp% variable = c:\documents and settings\userprofile\local settings\temp to c:\temp?  I want all user profiles to use c:\temp instead of their own temp folder?  Any ideas?
