Unable to create or move folder in Outlook -

For some weird reason I am unable to create a folder in Outlook. The error I get is: Unable to create folder. I am trying to do that in my personal mail - not in a public folder. In addition when I try to move a folder I get the following error:
Can't move the items. Unable to move or copy folders. Can't move folder. A top-level folder can't be moved to one of its subfolders. Or, you maybe not have the appropriate permisions for the folder. . . .

Can you read and write to your personal folder?

Run ScanPST on the PST file
http://www.emailaddressmanager.com/outlook/repair.html

PST file is located in C:\Documents and Settings\<user>\Local Settings\Application Data\Microsoft\Outlook folder.  It is a hidden file, so you have to unhide hidden files. Open Windows Explorer folder and select Tools > Folders Options > View. Check "Show hidden files and folders". Click OK.

Its OST file. . . if anything. Using Exchange.

The weird part is that we were able to do this 15 mintues ago. Then I walked away the user reported that the computer froze. . and he shut down by holding the power button. After the reboot I get the error.
Your help has saved me hundreds of hours of internet surfing.
