I have a user with a model 8700 blackberry and he has lost synch with his device. I have tried resending the service book, the it policy and also sending the reload user. I have tried a reboot of the bes server as well as the exchange server. My current config is a exchange 2000 server enviroment. My bes server is 2003 with a later version of the mapi32.dll files. I know this is not the bes config but i haven't had any problems with it.
I would prefer not to wipe the device and start over.

When you did a resend of the IT policy, did the device reported it back as recieved?
In your event log/application after sending the service books is there an even "user X activated on the server"?

It shows as received and also the user is activated on the server.

When we encounter users that report your issue we reload them on the BES. This normally corrects synch issues for us.
I agree that removing and adding him back in, on the BES, can solve a lot of these types of issues.

You mean delete the user from bes and readd the user to bes? How long will it stay at initializing the user?

Yes, that is what I mean. Remove and then reload the user on the BES. As for how long this takes it will depend on your BES, the network etc. When we perform reloads they normally take about fifteen minutes or so from start to finish.
