Adding files to a site for downloaded

I need to add a download page to my site and for the life of me I can not figure out how to make a file downloadable. I'm using dreamweaver 8. I have a site directory with the files I want to be able to be downloaded and I have a seperate page listing the files. I'm using a href tag and I know this is wrong but I can't find what tag I should be using.....

The easiest way is to zip the file, then you can just link to it. Otherwise I have some asp code that will force the download, but the Zip file is the easiest way to go. If you want me to post the asp code, just ask.
