AD2003 User Permissions

I have a domain user on an AD2003 domain.  I want this user to have access to (exchange) email, however I do not want this user to be able to login to any computers or any other network resources.  What is the easiest way to accomplish this?

Are you meaning to say you wish the user to be able to access email from another user's account (to share a computer)?  If not, could you elaborate?

Ideally I would like the user to be able to access their exchange email from either outlook web access (webmail), or via POP3.  No other access is required.

divinewind80 has it right (which he/she knew) but you should be able to simply empty the machine list instead of putting in a fake one.  If you enter a fake one you might end up (years from now) trying to hunt down a device that never existed.
