How do I programmatically check if a hyperlink is active?

I'm not sure on what you mean by active.  Do you want to do some process before they navigate from the current page?

Is there a way to check for dead links without actually opening a web browser?
Not that I know of. Why do you need to?

Is it on your own site? Like writing a script to test what pages have dead links with a webcrawler?
You can retrieve the directory content and do a bredthfirst search for all the files in the chosen directory. So you're in http://www.mysite.com/amin/testpage.html
you get the directory listings at ~/admin/ and find if testpage.html is in that listing.

i think the simplest way is to open a hidden browser in the background of your application and retrieve the data and analysis it to see whether its an alive link or dead link,
