Terminal Server Licensing Server

I demoted a 2003 server so it is no longer a DC.  This server also happens to be my Terminal Server licensing server and now I receive a message that my terminal servers cannot find a Windows 2003 Terminal Server Licence Server.  From the license server I open the licensing module and it doesn't find itself as the license server without me manually connecting to it.  Does the licensing server need to be on a DC?
