I want to be able to copy all outgoing mail to a alias.

there is an option is exchange which forwards all mail that a mailbox receives to another mailbox/contact.
but no option to forward all emails that a person sends to anybody else unless you setup an outlook rule.

if you want that all the emails that anybody in your company sends out should go to another mailbox then the better option would be to setup journaling.
once journaling has been setup any email sent/received to anybody will be copied to the journaling mailbox

firstly create a mailbox for the copies to go to. then in exchange system manager expand servers then your server name, right click protocols and choose properties. in the general tab tick the box 'Archive all messages sent or received by mailboxes on this store and point it to the correct mailbox
