Exchange server responding to CBL HELO
I am getting blacklisted from CBL because my Exchange server responds to their HELO inquirie with the fully qualied internal domain.

I mean the fqdn is the name that the server announces itself as when sending mail and that name should match your public ptr record.
For out going mail destined for the internet, the sending mail server should have a public PTR reverse lookup record setup. This is usually handled by your ISP and is never handled by internal dns servers.
You can check your PTR by editing this url with your public domain name and visiting this link.
If your public domain name is domain.com the url will look like this.
http://dnsreport.com/tools/dnsreport.ch?domain=domain.com

The only reason I can think of that your fqdn would not be advertised is if it is set as blank on the server.
Is this setup correct?
Open ESM
expand server
expand protocols
expand smtp
properties of default smtp server
delivery tab
advanced button
add the public fqdn name of your exchange server in the fqdn field.
You may need to restart the smtp services for changes to take affect

try dnsreport.com:
look for the mail section and verify the greeting is correct.
example,
Mail server host name in greeting OK: All of your mailservers have their host name in the greeting:
mail.domain.com:
220 mail.domain.com SMTP

They tell me this is a mail server configuration issue...I am baffled.

Where are you getting this "helo check"
Try dnsreport.com
Exchange announces itself from the FQDN settings as mentioned above. There is no other settings for this. Unless there is some third party smtp proxy I haven't heard of.

This helo check as a test from "CBL" the combined blacklist people. My dns report, using your link looks ok except that the "connect to mail server" tests come up as a fail. However I use a third party spam scrubber. The scrubber url is what comes up here instead of the fqdn of my mail server. Do you think this, is a problem?
I'm not sure about the "CBL" but dnsreport.com is a trusted resource for many mail admins.

I just did. The mail scrubber is the correct url given my particular arrangement. I believe I may have a spamming host. Any ideas or tools you can suggest for rapid identifcation?
