How to correctly create the 2 name servers on local 2003 Server for the MX pointing purpose

I normally change the IP address on my domain hosting control panel to direct the MX to the Exchange Server, but I have one ISP who demands two name servers on the Exchange Server instead of the IP address, how can I correctly create the NS on the local 2003 server so I could point the MX to it ??

Thanks Jay, we had the same problem with them few years ago, they are not our prefer hosting company, but many customers uses them, I recall the last time we had a big bust up with them and eventually they created the A records from their side, but they then said its not normal for them to create it, and they may not do it again.

We run our own reseller hostings, and as we have controls over them, we could create the required A as needed, but as this domain is with 1&1, they are making life difficult for me.

Is this a normal practice for the hosting companies to require your server to create these 2 NS ?
Certainly not normal occurence for them to need this. I am in Australia so am not familiar with overseas ISP's, but trust me they should be doing exactly what you ask them.

I read a good splurge on Sembee's pages one day about if an ISP gives you greif just drop them. They should be doing exactly what you ask - you make the rules with your DNS not them, they are simply a hosting service.....dont let them screw you around

I wish i could find the speil on stupid ISP's it was really quite good and i no longer take ANY crap from them at all. Tell them what you want or tell them you will move vendors - as easy as that :)
