File association will not open file

On a windows XP professional laptop which is used sometimes on a domain and sometimes off, I have a problem getting Lotus 123 files (.wk3) to open using Excel 2003 from windows explorer.  When the laptop is connected to the domain, it works properly.  When the laptop is not connected to the domain, double-clicking on the file does nothing the first time and then hangs if I try again.  

I can open the file directly in Excel using File/Open when not on the domain.

The user logging in when off the domain is in the Administrator, Power User and Users groups.  So, I would think that the user would have full permissions.  But it seems to me to be a permissions or registry problem or both.  I have tried deleting the file association and recreating it.  This did not work.

Is Excel a network install?  If so I would try doing a modify and choosing the complete option, or even change the install to a CD install and see if that makes a difference.

             *It looks like something profile related. And another possibilty is, the file you are trying to run is on a different PC in network and requires domain credidentals to read or execute, then hangs.
             *Try creating another user in local, set its group as administrators, then try in this profile.
             *Try re doing the file association in Administrator profile, if doesnt work, try repairing office from add/remove programs in administrator profile

The MS Office install was done as an Administrator as a local complete install from CD while not on the domain.  The file is on the PC, not on the network.  I can open the file on another machine that is not part of a domain.

The user that works is a domain user.  When the PC is off the domain, another user is in use and is a local user that is in the Administrator, Power Users and Users group.

We uninstalled and reinstalled MS Office.  We installed service pack 2.  All Windows updates are current.

We did the associations as Administrator and as this user and it does not work.  The association says it will user Excel.

I tend to think it is a registry permission setting or perhaps a registry entry that cannot be read or created because the user even though it is Administrator does not have some portion of the registry under its control due to being a member of the domain.  Is this possible?

I don't think it is a MS Office install issue or it would not work for the domain user account.  I made sure that the Administrator group has full control on all files on the computer.  Using regedt32, I can see permissions of the registry entries.  Is there a way to make sure the Administrator group has full control over every registry entry?

Is there some way that DDE is involved and that there is some permission set or service that is not started?
is the behavior the samewith other file types registed to excel?

                *If you create a new user in local computer, move it to administrators group, then login with that user, a new profile will be created. And HKEY User key will be created for this spesific user in registry. Please try creating a new user then try running this file. I am trying to understand if it is profile (and user registry) related or not.

Normal .xls files open properly for the users both on and off the domain.  I will add another user and try when I get the laptop back this evening.

I added a new user with admin privledges.  The new user could not open .wk3 files by double-clicking on them.  Windows Explorer hangs on the hourglass after the double-click just as before.

I was finally able to get this working by comparing a computer on which it works with the one on which it did not.

I had to set the following registry key:
    HKEY_CLASSES_ROOT\WK3_auto_file\shell\edit\command
to
    (f'^Vn-}f(ZXfeAR6.jiEXCELFiles>!De@]Vz(r=f`1lfq`?R& /e

I have no idea what this does but it was the only registry setting that was different and I made it the same and now it works.  I wish I had made a copy of the setting before I changed it but I forgot.
