Users are not sending e-mail using the company's e-mail system, they need a reminder ( Exchange 2003 )

The overall goal of this is when a message comes in from a specific list of e-mail address,  I need one message to go to the sender that states that they should use the company provided e-mail system. The original message passes to the inbox of the recipient, and the recipient receives an e-mail stating that the sender did not use the company provided e-mail address.

I am running Exchange 2003 on a Server 2003 environment.

How are these "incorrect" addresses coming in?

Are they on the same domain?  Old domain?  POP3 connector?

They are on the same domain through SMTP
I would probably setup a public folder to do the autoreplies, then either have that public folder managed by a user, or better yet, get the emails forwarded from there to the users mailbox as well.

Is there 1 user that will be managing this?

I as the administrator will be administrating this, I have limited knowledge of exchange. How would I setup a public folder to do this? I would like this to be automatic, when the setup is complete.
