Unable to save files or attachments from Outlook 2003

We have a number of Windows XP workstations running Office 2003. When they atempt to open an attachment the system gives the error that
'Can't create file: ... Right click on the folder you want to create the files in, and then click properties on the shortcut menu to check your permisiion on this folder.'
I have checked and the user is a local admin so has all the permission needed. The only way i have been able to sort it is to recreate the users profile, this however is not suitable, is there any other way of sorting the problem?

the files are .wav files, and they have work previously, but not anymore.

the file name is voicemail.wav so not to long.

This problem is user specific, if you log in as a diffrent user it works fine, if recreate the users profile it also works again. but I do want to have to recreate user profile each time this happens.

Also try to change the default location of the *.ost or *.pst file(s) to other localtion to another drive: e.g. d:\mail
The mailbox is running off of an exchange sever and does not have any data files setup. it is set to deliver to the mailbox on the server. I have tried right clicking on the file and selecting save as and trying to save ti to the desktop, this does not work. word, etc is able to save.
I have recreatee the OST file, I have also recreate his mail profile, but still no luck
