I don't think Adobe provides the players in MSI format...

You can also download the MSI installer from this location and deploy it using GPO: http://fpdownload.macromedia.com/get/flashplayer/current/licensing/win/install_flash_player_active_x.msi

I remember you can and should register yourself to get this MSI, don't worry it's free, you don't have to pay anything
You don't have to package it again this version it's prepared for this kind of instalation.

Also don't forget to give proper permissions in case of your Domain Users don't have permissions to certain folders by using this option in the GPO:

"Administrative Templates -> Windows Components/Windows Installer:
Policy Setting  - Always install with elevated privileges --> Enabled

This setting must be set for the machine and the user to be enforced. "
Sorry but previous was kind of incomplete, a more correct approach to deploy Flash Player through GPO is to register at www.adobe.com then go to:

http://www.adobe.com/licensing/index.html

Extraction of Adobe's site:
"License Overview

You may post Adobe Web Players on company intranet sites or local networks. You may also distribute the Players on a CD, DVD, or any other physical media within the terms and conditions of the electronic Player Distribution License Agreement.

Please note:  Royalty-free Flash Player distribution is limited to specific desktop and laptop operating systems. Distribution restrictions are specified in the license agreement. Distribution on devices is subject to a licensing fee and different licensing terms.  Please contact an Adobe Mobile & Devices representative if you are interested in licensing Flash Player for distribution on devices.

Here is a brief summary of the rights granted by this license:

    * Licensee is permitted to distribute Adobe Web Players to multiple clients in a closed intranet environment.
    * Licensee is permitted to distribute Adobe Web Players to multiple end-users by including the Player installers on CDs, DVDs or other physical media.
    * Usage of Adobe Web Players is only permitted for supported platforms; usage rights on non-PC devices or embedded systems are not granted by this license.
    * Licensee must use the installers as-is without modification.
    * Licensees, at their discretion, are entitled to display the Flash Enabled and/or Shockwave logos on products or intranet sites according to the Style Guide."

The only thing you have to do after you register there it's applying for a free licensing, when applying don't forget to select Intranet.

And the license is valid only for 1 year, kind of weird since this a free package, perhaps it's a way to "force" sys admin to update flash player.

Extraction of the mail that you will receive:
"Your Adobe Flash Player Distribution license is valid for one (1) year from the date you completed the agreement. At that time you will need to apply for a new license to continue using the product."
I'm happy to split the points with NTEX as he/she has added quite a lot of relevant info .
