Is email rule/filter dependent on Outlook?

Hi,
I just have a question regarding the filter rule set in Outlook. emil server is Exchange 2003 standard.
user-a login to network, set up emil account in Outlook 2003, set up a filter to delete email from badboy@annoying.com. now user-a log off.
Q#1: will the filter rule delete any email from badboy@annoying.com while user-a does not login to any computer?
Q#2: if not, how to set up such filter rule at server side to filter particular annoying emails?

So Junk mail filter will be active regardless user login or log off the network? If yes, where is such setting stored (on Exchange server?) How to verify it on server?
