"Internet Option" menu disabled/does not open in ie7, while running xp pro xp2

I believe a corrupt file was downloaded when changing the default search menu from live search to google and yahoo.  I had almost a complete system breakdown, but was able to do a system restore via the safe mode.  Have since had to restore again a few times.  I now got the tabs back, etc....but under tools, the internet options does not do anything to open.  I need to be able to clear the cache.  I tried uninstalling ie7 and reinstalling using high speed connection, but was unable to.  
Is there a solution for this without having to uninstall and reinstall?  I am trying to repair ie so that I can do my updates, etc......and move on.

Also, try Dial-a-Fix (http://djlizard.net/software/Dial-a-fix-v0.60.0.24.zip) which may help to remove other restrictions. Also, you may want to run a couple of virus scans. Maybe try SUPERAntispyware (http://www.superantispyware.com/downloadfile.html?productid=SUPERANTISPYWAREFREE)

my internet options is also disabled in the xp pro system as well...the same thing happens (nothing ) when I do control panel/ internet options.  It tries to open and flashes for a second, then disappears.
I think I am missing files that need to be restored...help!
p.s.  are the above for ie 7 also?
Can we look at a hijackthis log? To rule out nasties as the caused.

Open Hijackthis, click "Do a system scan and save a logfile" don't fix anything yet.
Okay - run sfc /scannow from a command prompt. You will need a windows cd.

Can you access Internet Options via Control Panel?

If you uninstall IE7 and go back to IE6, can you access Internet Options?

Backup your registry and try the registry edit on one computer.
I don't have the windows xp pro installation cd, this system was put together for me by someone else.  I did uninstall 7 once, and still was not able to access internet options via the control panel or via internet explorer.
I am very leery about doing something with  the registry...not too experienced with that.
will security updates for xp help this?

also my phishing filter says "service temporarily unavailable."
It does definitiely sound that you need to do a sfc /scannow very soon.

Did you have a look at the updatexp website I quoted - for alternatives in running sfc without a cd...
