Permissions on Linux box for Website

I have a website on a Debian Linux server.  I need to modify the permissions on a the files/directorys on it to allow a web developer to change files/directories on it or even create directories on it.  I do not want to disable people from the outside from getting to the webiste just allow this one user id called webadmin to do what he needs to it.  Can anyone help me with the command on this.  I think it is chmod or chown for the command i am just nervous about making a change and blocking people from the outside from getting to it.

It is a Apache web server if it makes a differance
