cannot access network resources DnsApi Error

A user with a laptop can not access network resources with his built in wired network card.  Network drives are not connecting and when I try to browse shared network resources like \\server\ I get an error.  The network path is not accessible.  

In event viewer I'm getting these errors:

event id 11197 source DnsApi
The system failed to update and remove host (A) resource records (RRs) for network adapter
with settings:

   Adapter Name : {626E65EE-EDA8-4D89-9A1C-4A097EACBFFC}
   Host Name : Engin-Scot805
   Primary Domain Suffix : PromessInc.local
   DNS server list :
           192.168.254.250
   Sent update to server : 192.1.1.1
   IP Address(es) :
     192.168.254.15

Also getting very similar events 11193 and 11163

I tried removing the dns A record and ipconfig /release, renew, registerdns, flushdns  with out any luck.  The workstation can ping network resources just find and is getting the correct ip settings.  It is creating the A record on the dns server and the record has correct permissions.  The user also has a wireless card in the pc.  This card can connect to the network just find.  I tired a different ethernet port and had same issue.
The user can browse the internet and everything.  Just can not access network shares.
Any ideas?

you could try and update the driver for your wired network card from the manufactures website. also, does it work if you assign static tcp/ip addressing to the card?
1) Is this system a domain member? If yes then does its clock synchronized with Domain controller? If not synchronize system clock  (time, date, time zone) with domain controller and restart the system.

2) Did you try to access network shares using IP address?
Click start -> Run -> \\ 192.168.254.16

3) Create the following registry entry HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
Key: UpdateSecurityLevel. Type: REG_DWORD. Value:0x00000100. Set the Value to 0x00000100 to use secure dynamic update only. This parameter can be used to control the security that is used for DNS dynamic updates.

Warning If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system.

Um this is really dumb but the problem was really really simple.  

Client for microsoft networks and file and printer sharing for ms networks was unchecked.
