trendmicro pc-cillin internet security 2007 installation windows installer error 2

hello i am having problems installing pc-cillin internet security 2007. before that i owned pc-cillin internet security 2006. the problem is when the installshield wizard first pops up it loads and then nothing happens. i tried everything going to trend micro website getting support, installing this: http://www.trendmicro.com/download/product.asp?productid=32. but then i called trend micro and got support i found out my problem was my windows installer was not working properly. if i click on run, type services.msc, go to windows installer, right click, click start, i get a message that says could not start the windows installer service on local computer error 2: the system cannot find the file specified. customer assistance gave me a link to download msi cleanup utility ( http://support.microsoft.com/kb/290301 ) and i get an other error to do with the windows script host that says the system cannot find file specified. i also tried installing windows installer 3.1 and it installs but i still have the same problem. please help.

p.s. i have windows xp service pack 2

Try temporarily disabling Windows Automatic updates, restart your computer and try again.
I suppose you could try reinstalling Windows Installer.

The directions on this page should help: http://support.microsoft.com/kb/324516

did not work
what happens when u try to start the windows installer service manually? what is the error message that you get?

you can start windows installer by going to start-->run-->services.msc, double clicking on "windows installer" and then clicking on start.

This is where it should point to by default: C:\WINDOWS\system32\msiexec.exe /V
PS: it would also be more helpful if you could go to the application and system event logs (start-->run-->eventvwr) and copy paste the relevant error messages that you find in those logs.
