Windows 2003 SP to R2

Can I upgrade from Windows 2003 Standard w/sp2 to R2?
If so when can I download it?

It is a different version of 2003  (not just a service pack) so it isn't free.

Sorry forgot to include that RC2 requires a new license so would have to be purchased in order to do the upgrade.
