Use wininet to connect to the internet

I need code that will check if connected to the internet and if not connect them no matter what they use eg Dial-up or Lan or? Then disconnect.
Seen a lot of Wininet examples, but not sure if they work for only dial-up

I no longer need code to check if they are connected. The link you provided opens the prompt for them to
connect. I want to connect them without the prompt. And disconnect
