SQL2000 Management tools on web server?

I installed sql2000 on a server connected at the ISP with my webserver (sql server is not on the internet).
Can I get management tools installed on the webserver or will it not support that?  I know sql can't be installed on a webserver, which is why we have the sql server, but do we have to remote in every time we want to do anything (set up db's, tables, copies, queries, etc.)?  That makes it a double remote - complicated, confusing and slow.
The x86/setupsql.exe says it is disabled on the webserver - which is fine - I just want managment tools.  I know you can do it with sql2005  - anyone know how to solve this?
