Exchange install Error

I am trying to Install Exchange 2003 on an exsiting DC in our domain. I have all the componets installed but I get the following error.

The component "microsoft Exchange Forest Preperation: cannot be assigned the action "Install" becuase' -Either you do not have permission to update the Active Directory Schem or Active Directory service is currently too busy.

Any ideas?

You neglected to assure us that the account you were using to do the setup.exe /forestprep is a member of the Schema Admins group.

It's been a while but Administrator isn't a member of Schema Admins by default is it. Check anyway and advise.

this is the only error I am getting in event viewer

It has been too long since this machine last replicated with the named source machine. The time between replications with this source has exceeded the tombstone lifetime. Replication has been stopped with this source.
The reason that replication is not allowed to continue is that the two machine's views of deleted objects may now be different. The source machine may still have copies of objects that have been deleted (and garbage collected) on this machine. If they were allowed to replicate, the source machine might return objects which have already been deleted.

Determine which of the two machines was disconnected from the forest and is now out of date. You have three options:
 
1. Demote or reinstall the machine(s) that were disconnected.
2. Use the "repadmin /removelingeringobjects" tool to remove inconsistent deleted objects and then resume replication.
3. Resume replication. Inconsistent deleted objects may be introduced. You can continue replication by using the following registry key. Once the systems replicate once, it is recommended that you remove the key to reinstate the protection.

You should have mentioned this right at the very beginning.
Put the Exchange CD away. You will not need it for a while.
Your DC is broken.
Can you think of a reason why that DC isn't replicating with the others?
Are you able to follow the instructions given in the text you just pasted in without breaking whatever else might be installed on that server?

Run "dcdiag /test:knowsofroleholders /v" to verify that the operations master role holders are well known to the domain and that the server that assigned this role exists and is accessible.
