Single recipient, same domain and server, not receiving email sent to distro group

I have an automatically generated email that is sent to our developer distribution list and cc's one individual email address.  All of the members of the developer list are receiving the email, the individual who is copied does not.  To my knowledge there is no NDR (which would make life easier, I know).  Everyone (distro members and indivual) are on the same domain using the same Win2K3 SBS box (Exchange 2003).  The individual does not have any third party threat management software, intelligent message filtering is turned off on Exchange, Junkmail folder is turned off in his Outlook 2k7 config, I didn't see the emails hanging out in the bad mail folder, and as I said - everyone else is receiving the message.  This is all internal, nonetheless, firewall ain't configured to block it either.

Any ideas?

This "solution" didn't help me one bitl.  Gneric answer, half-assed response.  Accepting only so as to close ticket.  Frak the bastardo.
