Public Folder Error: This folder cannot be opened because there is a configuration problem on the server

Exchange 2003 SP2

I'm getting this error below when I try to view a subfolder from the public folder.  I've tried exporting it to a PST but get the same error.  I tried to view the contents from system manager but i get page cannot be displayed.  I tried opening it from Outlook2003 and OWA.  I get the same error.  All other public folder open up fine and I'm able to view the contents.  The Administrator has full mailbox access rights.

 Unable to display the folder.  This folder cannot be opened because there is a configuration problem on the server.  Contact your MS Exchange administrator for assistance
