Create a custom control panel in windows

I would like to create a control panel in windows xp.  Currently I have to edit a csv file that feeds data to a program that i run.  I would like to make this process more user friendly by creating a windows based control panel where the user could enter variables and toggle options.  The control panel would then export the entered data to the csv file where it could then be fed into the program that I am running.

I have very little programming experience, so any guidance in how to accomplish this task would be greatly appreciated.

Look at this:

This is an example of a tool will let you launch an application that you write to do what you want.
