Software to lock individual programs in server

We have two guys working for IT dept and both of them are having access to our server with Admin password as I cannot restrict my Assistant I have given her admin password but at the same in server there is some software which I want to control by myself.
So, I need a program where I can put those softwares in a lock and key, so that she cannot use it or open it.
Is there any software I can use like that

    I think what you need there is an exe compressor/password protector - when run, such programs require a password, then decrypt/extract/decompress the exe in memory and run it. as an example, if you wanted to protect MS word, you would locate and apply the protection to word.exe. attempts to execute word.exe would then fail without entering a password to the box that appears when you attempt to run it, and even reverse engineering would fail as the file is not merely checking the password, but decrypting the executable program (which cannot be done without the password).
