ISA 2006 EE and VPN

Dear All,
I have installed ISA 2006 EE on windows 2003 R2 + SP1 as the following design:

NLB are open for both external and internal, I use the following IP for each one:
Internal: 172.16.0.20       -----         External: 123.26.44.18

We have two VLAN in our, one for the servers start with 172.x.x.x and one for workstations starting with 10.x.x.x

I am trying to configure the Remote user VPN. I add Pool of IP's with the Range 10.25.x.x. when I try to the VPN from "Enable VPN Client Access" I get the following Error MSG: "Static address pool is the selected address assignment method for VPN access, but there are not enough IP addresses available for VPN connections. To enable VPN access, you must first configure the address assignment method"

After this MSG is appear, I try to change the range of the pool to 192.168.x.x, but I get the same problem.

How can I solve this problem?
